    When IDCAMS is used to define a VSAM dataset, the maximum number
    of records that can be specified the RECORDS keyword is
    16,777,215.  Since DRF always uses RECORDS to define a VSAM
    dataset, it is going to be a problem if customers have a VSAM
    dataset that has more than 16,777,215 records in it.

    The fix is to make DRF more sensitive to the number of records
    in a VSAM dataset.  If the number of records is less than or
    equal to 16,777,215, RECORDS keyword will be used to define the
    dataset.  However, if the number of records is greater than
    16,777,215, DRF will convert from records to kilobytes and use
    KILOBYTES keyword to define the dataset.  By adding this kind of
    logic, the size of the dataset to be defined can be
    significantly increased.
