Error description

• When the user selects option 3 from the Bind Manager menu
  a temporary dataset of format &ZUSER.TEMPWORK.date.time is
  dynamically allocated. If there is no alias for the specific
  userid then ICF Catalog forces the file to the master catalog.
  If the user is not authorized to the master cat the allocation
  fails. This apar will provide the installation with an option
  to choose &ZUSER, which will remain the default to protect all
  current installations dependant on the current function, or
  &ZPREFIX.
