• During QMF initialization or termination, ABENDS0C4 occurs
  in the QMF Message Handler, DSQCMSGH.

  When the QMF storage manager has not yet been started or has
  terminated, QMF uses reserved storage to hold any messages it
  needs to issue.  QMF code incorrectly calculated the length of
  the index that is used to access the storage buffer; the abend
  occurred when the message was written to protected storage.
  

Problem conclusion

• Code was changed in DSQCMSGH to correctly calculate the index
  value being used to access the reserved storage QMF uses to
  hold messages when the storage manager is not active.
