When running an ORF job, and HPIC is invoked, MSGFABJ4199E is recieved followed by ABENDU0199. This error occurs because ORF is turning off authorization for HPIC V4.1.

Problem conclusion
Allow HPIO=Y to be used during load. Support HPIC V4 Add RELOAD.OADSPR keyword to help reduce HP Load dataspace usage.
