Error description

• If the DECN control statement is specified, the FABHKEYX exit
  issues ABEND U4013 with the FABH0290E error message.  This APAR
  removes this restriction when the root key is not compressed.

  If 'EXIT FABHKEYX' is specified with the DECN control statement,
  the FABHKEYX exit issues ABENDU4013 with MSGFABH0290E:
   FABH0290E MUTUALLY EXCLUSIVE CONTROL STATEMENTS ARE SPECIFIED:
             DECN AND EXIT FABHKEYX
  
  This APAR removes this restriction only when the root key is
  not compressed.
  If the root key is not compressed, the FABHKEYX exit continues
  the processing. If the root key is compressed and DECN is
  specified, the FABHKEYX exit issues ABENDU4013
  with new MSGFABH0680E:
   FABH0680E FABHKEYX CANNOT PROCESS THE COMPRESSED ROOT KEY
