Error description

• In DB2 Path Checker the SYSCHG output is written only when there
  are Access Path changes to report, but DB2 V8 introduces cases
  where cost increases occur even when there is no access path
  change. This apar is taken to change Path Checker to update
  SYSCHG with the statement number and the before and after cost
  variable when there is a cost change to the SQL statement.
