Error description

• When performing the DISPLAY DATABASE command to obtain the
  status
  of the repository database, message HAAB163E (DLC Database not
  in
  R/W) can be issued if the current user does not have authority
  to
  issue the DISPLAY command. The message now displays 'Current
  User
  ID does not have sufficient authority to perform a DISPLAY
  DATABASE command' if this is the real cause of the DISPLAY DB
  failure.
