    * PROBLEM DESCRIPTION: When IMS Parallel Reorganization (IPR) *
    *                      reorganizes a secondary index database  *
    * and no index segment is created in the *
    *                      secondary index database, MSGFABP0004E  *
    * appeares and ended with return code 16. *
    ****************************************************************
    * RECOMMENDATION: Apply the maintenance for this APAR. *
    ****************************************************************
    When no index segment is created during reorganization with
    ICTYPE=A specified to the IPR, the sub ordinate address
    space of Index Builder is not scheduled. And, the HASH Checking
    of HD Pointer Checker is not called, too.
    HD Pointer Checker assumes the some unexpected error happens
    to the index building process, and issues MSGFABP0004E.
