Error description
The 'Reassign' and 'Return' work item buttons can be added to a work item toolbar on the Work Details page. Selecting a work item from the My-Work In-basket and opening it will show both buttons being enabled / clickable on the Work Details page. However, if you open the same work item, which is assigned to a user since it is in the My Work in-basket, from an email notification by clicking on the link, both buttons will be disabled.
Local fix
After opening the work item from the email notification link, close the work item, then re-open the work item from the My Work inbasket, the buttons will show enabled.

Problem conclusion
Fixed in 5.2.1.7-ICM-FP007 or later. With the fix, opening a work item, which is assigned to a user since it is in the My Work in-basket, from an email notification by clicking on the link, the buttons will be enabled.
