Error description
Users will see a blank screen and hour glass after logging in when using a browser locale that does not have a corresponding translation or a different variant of a language (ex., 'fr-ca' instead of 'fr'). Sometimes Case Builder client has trouble matching the browser locales to resource bundles and the client throws a java script error along with a blank page. The error message is as follows: "Webpage error details Message: Could not load 'acm.nls.caseBuilderApp_en'; last tried '../../../designer/nls/caseBuilderApp_en.js' Line: 16 Char: 6072 Code: 0 URI: https://SERVERNAME:PORT/CaseBuilder/release/dojo/dojo/dojo.js Message: Bundle not found: loading in dijit , locale=en-ca Line: 16 Char: 173750 Code: 0 URI: https://SERVERNAME:PORT/CaseBuilder/release/dojo/designer/caseBu ilderApp.js".
Local fix
Change the browser locale to a standard locale and the user will be able to proceed.

Problem conclusion
The fix is included in ICM 5.0.0.1. (fixpack 1). With the fix included, users will be able to login with the fall back logic.
