PI99829: SUPPORT USING THE GRAPHQL PLAYGROUND WHEN SERVER OFFLINE

Error description

• Currently customers who are using UCV in an offline scenario
  can't access the graphiql playground because it tries to reach
  out to the open internet to pull down some fonts and other
  static files.
