Error description
Fatal startup errors in the Apache server on z/OS can be lost due to a timing window. This appears to be wherever syslogd sends messages. A limited number of startup related messages that are destined for syslog are not properly being switched from the console to Errorlog.

Problem conclusion
The context of the global server configuration is now associated with these messages, allowing them to be sent to syslog.
