  Requests to SCIM with a URL that ends in a backslash return an
  HTTP status code of 500.  Examples URLs include:
  
      https://localhost:9443/ibm/api/scim/Groups/
  
  https://localhost:9443/ibm/api/scim/Groups/?attributes=displayNa
  me
      https://localhost:9443/ibm/api/scim/Users/
      https://localhost:9443/ibm/api/scim/Users/?attributes=name
  
  These are invalid URLs since they don't include an identifier;
  however, they should return an HTTP status code of 400.
  

Problem conclusion

• The code was updated to return an HTTP status code of 400.
  
  The fix for this APAR is currently targeted for inclusion in fix
  pack 18.0.0.3.  Please refer to the Recommended Updates page for
