PI97653: ADD REUSE(Y/N) KEYWORD AND SMS CLASSES FOR ALLOCATION PARAMETERSOF TARGET DATA SETS

Error description

• These changes add new REUSE(Y/N) keyword and SMS classes for
  allocation parameters of target data sets, and allow users
  the ability to allocate new and re-allocate existing VSAM
  data sets with specified SMS classes during the clone.
