• SUMMARY: As of r10 we added the new job option to all users.
  however an information ditribution user is only allowed to
  consume reports and should not be able to create a new job

  EXPECTED RESULTS: an information distribution user is only
  allowed to consume reports and should not be able to create a
  new job
  
  ACTUAL RESULTS:  an information distribution user is not be able
  to create a new job
  
  STEPS TO REPRODUCE:
  1. as a system admin add a user to the information distribution
  role
  2. login to the system as an information distribution user and
  the new job option is available
