Error description

• An OpenID user cannot create a schedule before creating
  credentials.
  
  1. OKTA user logs into CA11 R9+
  2. Schedules a report to run in the future and when the "create"
  is pressed it re-authenticates to an alternative namespace which
  is NOT the same as the one already logged in which means the
  list of namespaces now is missing the OKTA since the user is
  already authenticated.
