PI95710: USID & DSSN OF NOTIFY.CA TREATED AS HEXIDECIMAL FIELDS BUT SHOULD BY DECIMAL

Error description

• HPDA v1.1 APAR PI50811 introduced a new feature to allow
  creating a PITCA from a CA when there have been no changes to
  the CA group since creation of the CA. The process replicates
  the attributes of the CA to create the PITCA. During this
  process the USID and DSSN fields are treated as hexidecimal
  values but should be processed as decimal.  The problem will be
  corrected in HPCA v2.1.
