The Liberty OIDC client is never setting the secure flag on the
WASOidcCode cookie.  Although there is no sensitive information
in this cookie, the run time behavior should be consistent with
its use of cookies.

Problem conclusion

The Liberty OIDC client is updated to set the secure flag on the
WASOidcCode cookie if the httpsRequired option is set to true.

The fix for this APAR is currently targeted for inclusion in fix
pack 17.0.0.3.  Please refer to the Recommended Updates page for
