Error description

• The Utilities Enhancement Tool's SVC can be called by any
  authorized program, which sometimes leads to inconsistent data
  instead of a proper list of parameters.  This fix will implement
  a validation of the parameters list and then issue a message and
  return a bad return code to the caller if the validation fails.
