Error description
When doing a application update with a user that has the administrator role, the last page of the update(save/review page) shows an option to run "rollout update" before doing the save. - When doing a application update with a user that has operator and deployer role, the last page of the update (save/review page) does not show the option to run "rollout update". The user need to click the ManageApplication option and then back on the application list panel, they can do the rollout update. - The user that has both operator and deployer roles should also show the "rollout update" option on the save/review page of the application update.
Local fix
On the last page of the application update click the ManageApplication option and then back on the application list panel, they can do the rollout update.

After this fix, the missing "Rollout update" link will appear on the application status page for users that have both operator and deployer roles.
Problem conclusion
