PI93859: ADD SUPPORT FOR V10.1.3 APPLIANCES SENDING NOBMP FLAG VALUES TO V10.0 IMS STAP

Error description

• Support of the NOBMP auditing option in V10.1 appliances is not
  being recognized by V10.0 IMS STAP agents. The the NOBMP
  indicator  (do not audit BMP DLI calls) was moved from the Audit
  Option field to the Region Types to Exclude with V10.1
  appliances. This fix allows V10.0 IMS STAPs to recognize and
  process the internal NOBMP indicator regardless of which version
  of the appliance is used (V10. or V10.1 and above) field the
  value is sent.
