  PI75556 changed FRXIIOM0 from GET LOCATE to GET MOVE.  After
  FRXIIOM0 opens the image copy dataset DCBBLKSI is used to
  determine the size of the I/O buffer to getmain.  With LBI
  datasets this is zero causing no buffer to be returned.  The
  value of zero is then passed to the GET routine resulting in the
  S0C4.
  

Problem conclusion

• FRXIIOM0 is changed to test DCBESLBI after the dataset open and
  if set use DCBEBLKSI to determine the I/O buffer size. An
  additional check is added to test for buffer size of zero and
  issue a DRF AbEnd U0385-1E if the getmain is for zero bytes.
