• Forward-fit V1.1 APAR PI58111.
  DRF doesn't accept literal offset longer than 3 characters.

  FRXEPSS0 parses the RCVTIME timestamp restricting symbolic time
  zone offsets to only three characters long.
  

Problem conclusion

• FRXEPSS0 is changed to accept symbolic time zone offsets up to
  five characters long.  The code is changed to accept the first
  alpha character found as the first character of a symbolic
  offset and tests to require a preceding SPACE (X'40').
  
  FRXGSTCK is changed to allow conversion of the internal UTC
  timestamp to external format for reporting.
  
  The report modules FRXGRPT0, FRXGRDS0 & FRXGUOW0 are changed to
  output the recovery timestamp in the time zone entered and UTC.
  
  FRXBDMG0 & FRXMTC are changed to add addition reason text to
  message FRD6145E.
  
  FRXVSTA0 is changed remove a reference to no longer used
  identifier.
