Error description
Per the documentation below, the policy-attachments-client.xml file can be placed in the WEB-INF or META-INF folder of an application. https://www.ibm.com/support/knowledgecenter/SSEQTP_liberty/c om.i bm.websphere.wlp.doc/ae/twlp_dep_policyattach.html When the policy-attachments-client.xml file is placed in the META-INF folder of an EJB jar, the classloader is unable to find this resource.

Problem summary
**************************************************************** * USERS AFFECTED: All users of IBM WebSphere Application * * Server Liberty - Web Services (JAX-WS) * **************************************************************** * PROBLEM DESCRIPTION: The Web services client policy * * attachments file, "policy-attachments- * * client.xml", is not processed by * * Liberty * **************************************************************** * RECOMMENDATION: * **************************************************************** When the Web services client policy attachments file, "policy- attachments-client.xml", is placed in the META-INF folder of an EJB jar, the classloader is unable to find this resource. This results in an incorrect SOAP request being generated, without the policy configured in the policy attachments file.
Problem conclusion
This problem occurred because the classloader that was used for finding the client policy attachments file in the EJB jar was unable to find the resource. The problem was fixed by using the correct classloader when searching for the resource in the META- INF folder of the EJB jar. The fix for this APAR is currently targeted for inclusion in fix pack 18.0.0.1.
