Error description

Upon starting a collective controller Liberty intelligent
management features, such as scaling policy enforcement,
sometimes may fail to function correctly.  Traces show
service endpoint identities with host=null and port=0.

Upon starting a collective controller, intelligent management
features such as dynamic scaling actions to start or stop
cluster members sometimes may fail.  Traces show service
endpoint identities with host=null and port=0.

Problem conclusion

Intermittently a sequence of events during start up can happen
in an order that causes the uninitialized endpoint identities.
This APAR prevents the uninitialized identites and makes the
component resilient to the event order.

The fix for this APAR is currently targeted for inclusion in fix
pack 18.0.0.1.  Please refer to the Recommended Updates page for
