PI92055: ALLOW TO DISABLE BIF COMPATIBILITY RETRIEVAL FROM DB2 SETTINGS

Error description

• The enhancement for RFE83994 (PB44462) that avoids the
  functional redundance of DB2 HPU BIF_COMPATIBILITY (subparameter
  of ULOPTNS) and its DB2 counterpart BIF COMPATIBILITY implies
  abehavior change for DB2 HPU users that used to run DB2 HPU with
  inconsistent settings for BIF COMPATIBILIY. For those users, a
  parameter should allow to disable the enhancement done for
  RFE83994.
  
  Beware that the parm BIF_COMPATIBILITY_FROM_DB2_SETTINGS is
  misspelled in the HOLD ACTION for PTFs UI53940 and UI54207. It
  shows as BIF_COMPATIBILITTY_FROM_DB2_SETTINGS, which leads to
