Error description
During application server startup , it processes every application deployment.xml file when starting those apps however when there is a corruption for example : <targetMappings xmi:id="DeploymentTargetMapping_1510814874186" enable="false"/> This is missing a "target" attribute which throws NPE but this is not useful to determine what is missing in deployment.xml file.

Problem conclusion
Apply APAR PI91529 to resolve the NullPointerException that occurs whenever the server starts an application that lacks the target attribute within its deployment description. PI91529 does not resolve the corrupted application deployment. That is, after applying PI91529 the server will continue to emit warning WSVR0100W whenever the application deployment is corrupt. For this problem, however, the warning will provide information about the corruption rather than a NullPointerException. To resolve a corrupt application deployment, either restore the deployment to a previous working version or reinstall the application. The fix for this APAR is currently targeted for inclusion in fix packs 8.5.5.16 and 9.0.5.0.
