PI91440: 400 ERROR ON 'CREATE SNAPSHOT OF ENVIRONMENT' PROCESS

Error description

• The following error has been observed by the customer for a long
  time now (months) when running a 'Create Snapshot Of
  Environment' step. As much as in the past it was just a nuisance
  as it was showing up once in a while, just recently it started
  to show up much more frequently (some claim 30% of the time).
  This error causes the step to fail and this step is widely used
  in all automatic updates executed on Bluemix production
  environments. As those automated updates are often run
  unattended (as they push non-disruptive changes) the failures
  have major impact on the Bluemix CI/CD process.
