PI91249: Invalid code coverage reported in RDz, hints in COBOL LIST option output are incorrect for empty blocks like ELSE CONTINUE

Error description

• When an ELSE block is empty save for a CONTINUE or NEXT
  STATEMENT statement, the SNAPSHOT FALSEIF hint appears after the
  END-IF label, causing the code coverage tool to always mark both
  the THEN and the ELSE branches of the IF taken.
  

Local fix

• Where possible, remove the empty block
