PI90653: COGNOS CONFIGURATION DETECTS THE WRONG COUNTRY TIME ZONE BY DEFAULT WHEN THE REGION OF THE OS IS SET TO BELGIUM

Error description

• Cognos configuration detects the wrong country time zone
  (France) by default when the Region of the OS is set to Belgium

• 1).The default timezone was based on time zone setting on the
  machine, not the region.
  2).Since different OS has different time zone list to support,
  we use icu library to normalize this. If the system timezone id
  matches the icu supported list, it will be used by config tool.
  Otherwise, we will pick up the 1st one in the supported list
  (same time zone).
  
  For customers: If the timezone in Cognos configuration isn't set
  to what they thought as by default, they can choose from the
  list for the best match they want and save.
