PI90297: z/OS Connect EE does not load any SAR files if the SAR loader terminates.

Error description

• When a SAR file causes a problem in z/OS Connect EE SAR loader,
  the loader terminates preventing further attempts to load SAR
  files. As a result services cannot be displayed by the z/OS
  Connect EE API toolkit and also cannot be invoked.

  When the API toolkit uses the z/OS Connect EE admin API to
  discover services, an error in loading one of the services,
  prevents all the services from loading, so no services are
  available to be invoked.
  
  This error loading the .sar was caused by some required
  contents missing from the .sar file.

• z/OS Connect EE has been updated to handle missing content in
  .sar files by logging an appropriate error message and
  continuing to load other .sar files. This allows the valid
  services to be invoked.
  
  It is expected that the fix for this APAR will be delivered by
  the PTF for z/OS Connect EE V3.0.13.0 (APAR PH02414).
