Error description

User attempted to send CWWKB0117W and CWWKB0118W to the MVS
console using enableLogToMVS and the wtoMessage list within
the
zosLogging configuration, but the messages never printed on
the
console.

The <zosLogging> configuration in server.xml can be used to
route messages to WTO or a MSGLOG DD on a per-server basis.
Some messages are issued before our configuration is read,
therefore we do not know that these messages should be routed to
WTO or MSGLOG.  Some examples of early startup messages are
CWWKB0117W and CWWKB0118W.

Problem conclusion

Code was added to read the <zosLogging> configuration before
registering a log handler with the log service.

The fix for this APAR is currently targeted for inclusion in fix
pack 17.0.0.4.  Please refer to the Recommended Updates page for
