  Property File Based Configuration apply and validate
  commands need to be more informative with good messages,
  especially in two areas below:
  1. applyConfigProperties and validateProperties commands
  throws NullPointerException error when a property file contains
  invalid config id or config attributes;
  2. The default behavior for the applyConfigProperties command
  is
  to both validate and apply the properties.  Once the properties
  file is validated without error, validation can be disabled to
  improve performance of subsequent invocations.  The validation
  disabling option is not well known to many users.
  

Problem conclusion

• Enhance the applyConfigProperties and validateConfigProperties
  commands to give more informative messages in the two scenarios
  above.
  
  The fix for this APAR is currently targeted for inclusion in
  fix pack 8.5.5.14 and 9.0.0.7.  Please refer to the Recommended
