PI89843: SEVERE ERROR X031E IN DFHMPRL DURING POLICY RULE INSTALL

Error description

• Install a bundle that defines a policy POL which contains system
  rules.  This will install successfully.
  .
  Install a 2nd bundle that defines a policy scope of POL1 and the
  install will fail with a severe error (code X'031E') occurred in
  module DFHMPRL.

  Fix  severe error (code X'031E') in module DFHMPRL when a
  policyscope is installed which references a policy which
  defines system rules. This APAR also corrects problems when
  defining user task or transaction class system rules. Namely it
  fixes an  0C4 in DFHME64 when a user task or transaction class
  system rule is installed that specifies a threshold value which
  contains invalid characters  and ensures a DFHMP2020 error
  message is issued if a user task or transaction class policy is
  installed which specifies a TRANSACTION_ID or USER_ID predicate.

Problem conclusion

• The MP domain has been changed to correct these problems. In
  addition, definitions for messages DFHMP2020, DFHMP2021,
  DFHMP2022 and DFHMP2023 are corrected.
