  The input message for "Active, Notifying" has a size
  restriction. When the input message is more than a specific
  size which is not large, it would lead to SQLException. If
  there's a farm/cluster topology, it would cause runtime
  synchronization failed as well.
  

Local fix

• Manually increase the size of table APP_VERSION_ACCESS_DATA:
  alter table WLADMIN.APP_VERSION_ACCESS_DATA ALTER COLUMN
  MESSAGE set data type VARCHAR(512)
