Error description

Local fix
After deleting the data set, clear the file cache using Window > Preferences > Remote Systems > File Cache and click on Clear Cached Files and then open the new PDSE or PDS member.
Problem summary
A sequential dataset fails to open in an editor when the user has previously opened a member for a (now-deleted) PDS of the same name.
Problem conclusion
A workspace folder was created representing a PDS to contain replica files for edited PDS members. After the PDS has been deleted and a sequential dataset of the same name gets created, an edit of the sequential dataset will be mapped to a file and it happens to be in the same workspace location as the directory that represented the (previously existing) PDS. Because it is a directory rather than a file, RSE fails when attempting to write content to it.
