PI87686: ANGSTROM IS CORRUPTED IN CSV REPORT AFTER UPGRADING TO 11

Error description

• When advanced parameter RSVP.CSV.ENCODING is set to shift-jis
  for report service, character angstrom is corrupted in CSV
  report after upgrading from Cognos 8.4.1 to Cognos Analytics 11.
  

Local fix

• Remove the following advanced parameter from report service.
  
  Parameter: RSVP.CSV.ENCODING
  Value: shift-jis
