  If DNS server is unreachable, WebSphere SIP Container delays 10
  seconds when an application tries to set an outbound interface.
  The problem only occurs if the DNS server is unreachable.
  

Problem conclusion

• The change was made in the SIP Container so no reverse DNS
  lookup is performed when IP address is used in the
  setOutboundInterface method and all listening points are
  configured with IP address.
  The fix for this APAR is currently targeted for inclusion in
  fix pack 8.5.5.13 and 9.0.0.6.  Please refer to the Recommended
