PI86642: ENHANCE EXTERNAL LOAD TO OFF LOAD MORE CPU CYCLES TO THE ZIIP PROCESSORS

Error description

• In order to reduce TCB CPU time, the loader will be enhanced to
  allow the sort E35 exit to perform some of it's work in SRB
  mode. This should allow more CPU cycles to be offloaded to
  the zIIP.
  This additional zIIP exploitation will only be available when
  external load does not sort the data.  External load only sorts
  data when loading a range partitioned or index partitioned
  object from a single SYSREC data set (i.e. when partition level
  sysrec datasets are not used).
