Error description

• Executor start reports success but functions fails when start
  is issued after a stop

  * PROBLEM DESCRIPTION: After a successfully "executor start"   *
  *                      subsequenty commands may all fail       *
  ****************************************************************
  * RECOMMENDATION:                                              *
  ****************************************************************
  If the executor is started following an "executor stop"
  command, the module may not have been completely unloaded and
  the "executor start" reports success because it detects the
  module is already loaded. Since the module is actually in the
  process of unloading, subsequent commands will fail.
  

Problem conclusion

• Code has been corrected to wait and allow the module to be
  unloaded before the "executor stop" reports a successful unload.
