PI85958: PROCESS-LEVEL PROPERTIES CANNOT BE DELETED IF 'SAVE TO BUILD CONFIG' CHECKBOX IS ENABLED

APAR status

• Closed as program error.

Error description

• When adding a property in build process and check "Save To
  Build Config: ".
  when running the build, it will throw the error like below.

  When adding a property in build process and check ""Save To
  Build Config: ".",  after running the build,  there will be a
  same name property like format "propName=propValue"  generated
  in "Build Configurations".  when you delete the property from
  Properties section for build process's configuration.  the
  error will be as following,

  929238_2017-08-14 (UCB 6.1.2.x) and 929237_2017-08-14 (UCB
