Error description

• You are receiving the following error message,
  DFHNQ0001 An abend (code 0C4/AKEA) has occurred at
    offset X'0B5C' in module DFHNQED
  APAR PI61811/PTF UI39847 is already on the system.
  .
  The error occurs because an XPI DEQUEUE request has been driven
  while a transaction environment is not available.
  The fix will ensure that DFHNQED does not produce 0C4s if
  driven without a transaction environment.

  CICS was installing a BUNDLE resource, containing a Java
  application which used the @CICSProgram annotation. This
  causes a Liberty thread to create a new program resource
  in CICS. This occurred under a thread which did not have
  a transaction environment (see APAR PI85472).
  The XRSINDI global user exit was invoked, which made XPI
  ENQUEUE and DEQUEUE calls. These cannot succeed due to the
  lack of a transaction environment.
  The ENQUEUE produces DFHNQ0002 severe error code x'0215', as
  is intended when no transaction environment is available, but
  the DEQUEUE request results in an S0C4 protection exception.

Problem conclusion

• DFHNQED has been updated to produce DFHNQ0002 severe error
  code 0215 on a DEQUEUE in the case where no transaction
