Error description

  • If the connection to bluemix cannot be established, the
    usage message is not added back to the list of queued
    messages.

    Usage messages are lost if the WebSphere Application Server
    fails to connect to Bluemix while attempting to send usage.
    

Problem conclusion

  • Upon failure to connect to Bluemix the messages are now queued
    until they can be sent again.  The problem has been resolved.
    
    The fix for this APAR is currently targeted for inclusion in fix
    pack 9.0.0.5 for WebSphere Application Server and 17.0.0.3 for
    WebSphere Application Server Liberty.  Please refer to the
