Since upgrading to WAS v8.5 from WAS 7.0, the job log does not have the step skipped information and is happening in all the regions.

Problem conclusion
A code update has been made to now correctly print this message when a step is skipped. The fix for this APAR is currently targeted for inclusion in fix pack 8.5.5.13 and 9.0.0.6.
