PI83682: ProductInsights not reporting used JVM memory correctly

Error description

The productInsights-1.0 feature always reports the same
value for the 'Used Java Virtual Machine Memory' metric even
though the actual used memory has changed. Same is true for
'Committed Java Virtual Machine Memory'

The productInsights-1.0 feature always reports the same value
for the 'Used Java Virtual Machine Memory' metric even though
the actual used memory has changed. The same is true for the
'Committed Java Virtual Machine Memory' metric.

Problem conclusion

The productInsights-1.0 feature has been updated to properly
report the Java Virtual Macine memory metrics - the issue was
caused by a cached MBean.

The fix for this APAR is currently targeted for inclusion in
traditional WebSphere fix packs 8.5.5.13, 9.0.0.5, and Liberty
17.0.0.3.  Please refer to the Recommended Updates page for
