  * PROBLEM DESCRIPTION: SIGNON fails INVREQ/13 instead of       *
  *                      NOTAUTH/16 when no terminal access      *
  *                      for user                                *
  ****************************************************************
  You are trying to sign on to a 3270 terminal but the user either
  has no Terminal access or the Terminal access in RACF is limited
  to certain days.
  CICS doesn't handle the response from RACF (or other ESMs).
  This results in an unknown ESM response code:
  
  If you are using the CESN or CESL transaction this will
  result in the following message.
  DFHCE3541 Security interface error (00000030).
  Sign-on is terminated.
  
  If you are using the SIGNON command this will result in
  an INVREQ  with a RESP2 of 13.
  

Problem conclusion

• DFHXSSB has been changed to handle the RACROUTE VERIFYX
  ESM response and reason codes 30/4 and 30/8
  in the same way as 30/0.
  This will generate a NOTAUTH response with
  a RESP2 of 16 to SIGNON.
