PI83232: MODIFY INTEGER COLUMNS IN OFFLOAD TABLES TO BIGINT

Error description

• Modify INTEGER columns in offload tables to BIGINT. As customers
  have more and more data, bigger and bigger column values, doing
  summary on INTEGER is possible to get overflows.

  Additional symptom seen from issue is message CQM8021E
  This APAR also updates member CQMDDL to be POINT=COMMA
  compatible.
