Error description

• Scrub utility processing of IMS Log Record 9904 DCAP elements
  is in error when a DCAP element spans multiple 9904 log records.
  Add handling for the possibility of DCAP data split across
  multiple 9904 log records, where the split occurs within (as
  opposed to on) a DCAP element boundary.
