This is not always the cause of the message and the message itself does not always imply that there is a problem.
Problem conclusion
The HMGR0152W message has been changed to correctly warn that there is a thread scheduling delay. The fix for this APAR is currently targeted for inclusion in fix packs 9.0.0.5.
