  WebSphere Application Server message HMGR0152W
  incorrectly states that there is CPU starvation on the system.
  This is not always the cause of the message and the message
  itself does not always imply that there is a problem.
  

Problem conclusion

• The HMGR0152W message has been changed to correctly warn that
  there is a thread scheduling delay.
  
  The fix for this APAR is currently targeted for inclusion in
  fix packs 9.0.0.5.
