Error description

• When ORF job terminates because of a shortage of XCF message
  buffer, ORF job can get ABENDS0C4 depending on the timing.

  When an ORF job is aborted in the middle of the reorganization
  process because of an error in XCF messaging or an expiration of
  takeover window, the job can get ABENDS0C4 depending on the
  timing.
  

Problem conclusion

• This APAR refines the inter-subtask communication after a sudden
  job termination in the middle of reorganization, so that a
  subtask that has already ended will not be called by other
  subtasks.
  This APAR also improves the job termination processing so that
  unnecessary shadow or temporary data sets can be cleaned up as
  far as possible when the reorganization is aborted due to an
  unexpected error.
